EU TPD Regulations for Vaping Products (Ireland)
The EU Tobacco Products Directive (2014/40/EU) establishes manufacturing, labelling, and notification standards for nicotine-containing products across Member States, including Ireland. Irish legislation implements these requirements through national statutory instruments and public health law.
1. Maximum Nicotine Concentration
- The maximum permitted nicotine strength in e-liquids is 20 mg/ml.
- This limit applies to all nicotine-containing refill liquids sold within Ireland and the EU.
2. Container Size Restrictions
- Nicotine-containing e-liquids must not exceed 10 ml per bottle.
- Refill containers must be child-resistant and tamper-evident.
- Tanks or cartridges sold within the EU are limited to 2 ml capacity.
3. Product Notification (EU-CEG)
Before being placed on the Irish market, nicotine-containing products must be submitted through the European Common Entry Gate (EU-CEG) notification system.

4. Labelling & Packaging Requirements

Marketing claims suggesting health benefits, vitality effects, or therapeutic properties are prohibited.
5. Ingredient Restrictions
The Directive prohibits additives that may:
- Create the impression of health benefits
- Imply energy-enhancing or medicinal properties
- Include vitamins, caffeine, taurine, or colouring agents
- Facilitate inhalation or nicotine uptake artificially
6. Age Restriction & Retail Controls (Ireland)
Under Irish public health legislation, nicotine inhaling products may only be sold to individuals aged 18 years or over. Retailers must implement age verification procedures for both in-store and online transactions.
